In May 2014, the Chapel Hill Town Council rezoned what will be a 190 acres in the Ephesus- Fordham district. The change put in place a Form Based Code zone with minimal requirement and the town manager, not the public, review all permit applications. The Code itself allows 90 foot buildings for any use, and by eliminating all underlying town ordinances except for water quality standards, has given away all amenities usually required such as green space and affordable housing standards.
The Town Council approved the zone with 3 dissenting council members: Matt Cz, Jim Ward, and Ed Harrison. Despite hundreds of letters and constructive advice from the public, no changes were made from the initial ideas presented by the Town’s Economic Development Director.
